{"id":244,"date":"2025-06-03T12:57:00","date_gmt":"2025-06-03T19:57:00","guid":{"rendered":"https:\/\/sndbx-tsa.wotoni.net\/?p=244"},"modified":"2026-03-02T21:34:32","modified_gmt":"2026-03-03T04:34:32","slug":"minutes-for-tsa-homeowners-meeting-on-june-3-2025","status":"publish","type":"post","link":"https:\/\/sndbx-tsa.wotoni.net\/?p=244","title":{"rendered":"MINUTES FOR TSA HOMEOWNERS MEETING ON JUNE 3, 2025"},"content":{"rendered":"\n<p>HOA President Steve Shirley opened the meeting with a discussion of the storm drain problems and the resolution suggested by Great West Engineering. The firm proposed the installation of large infiltration chambers that would capture an estimated 64% of the subdivision\u2019s stormwater. The chambers would be installed under portions of TSA streets that have the most problems with runoffs. They are the areas of 1) Buffalo\/Wolverine; 2) Bighorn\/Cougar; and 3) Red Fox\/Bighorn. Asphalt would be replaced with a 3-inch overlay and continue over the entire road surface at a 1.5-inch depth in the affected road segments. Estimated cost for each homeowner would be $338\/property\/year for 15 years, plus $44\/property\/year for maintenance (or about $32\/month).<\/p>\n\n\n\n<p>HOA members discussed how some concerns have been expressed about potential conflicts with the chambers and sewer lines that run under TSA streets as well as from those lines to each residence. Because of that concern, and the cost, the HOA members present voted unanimously to seek other alternatives to solving the water problems.<\/p>\n\n\n\n<p>Mark Peterson, a MIT graduate in Civil Engineering and a resident of the subdivision, presented a second option for consideration that would be much less expensive and would expand the project to expand French drains that was started a few years ago. The first part of Peterson\u2019s plan calls for improving the drain at the intersection of Buffalo and Cougar, which collects storm runoff water for a pipe that drains out to the interstate right-of-way. The drain cover is currently too small and becomes clogged by debris during storms. The other part of Peterson\u2019s plan would be to add extensions to current drain structures at intersections along Buffalo.&nbsp;<\/p>\n\n\n\n<p>Shirley appointed a committee comprised of himself, Peterson, Tricia Welnel and Terry Atwood to do further planning for such a project, work with the county, and report back to the HOA. Under the Great West plan, the HOA would have been required to get the county\u2019s approval for a new RID to fund its project. However, a county official has indicated that TSA could probably do the work envisioned by Peterson within its existing RID budget as the work would be less involved and costly. (As of June 13, our RID account has almost $120K in it.)<\/p>\n\n\n\n<p>Kate Passage reported on current plans for the September 6 community garage sale. She has posted Save The Date notices on Facebook and will order large signs that can be used year after year by simply changing the date. These signs will be at both entrances to the subdivision at Buffalo and Beaverhead.<\/p>\n\n\n\n<p>John Wilkins, a member of the Treasure State Acres Park Board, gave an update on the new playground equipment, the recent hire of a new lawn maintenance person, inspection of the sprinkler system, and said a youth lacrosse league is about done for the year. He also said that use of the park is on a first come, first served basis.<\/p>\n\n\n\n<p>The playground has been completed and is being enjoyed by the children of the neighborhood. The park\u2019s grass has been treated for weeds and with fertilizer. This, along with the great mowing job that is being done and having the sprinkler system doing regular watering has the lawn looking great.<\/p>\n\n\n\n<p>Wilkins also announced that the park board was in the process of looking for a new trustee. A reminder to residents: The county dog-control ordinance requires dogs to be licensed and kept on the owner\u2019s property, in a vehicle, under voice control, or on a leash.<\/p>\n\n\n\n<p>It also was noted that there\u2019s been interest in the ability to make online water and sewer payments.
